There are two people who could be considered "ring leaders"-Lane Palmer of IDED and Dorman Otte of USDA.

Jan Peter Blickenstaff chairs the group, sets the agenda, mails notices, makes arrangements, finds speakers for special topics. We keep the minutes and update and print the Advantage Handbook.

Typically, Lonnie Hoffer is the ringleader since our team put together a joint application with Hazard Mitigation (except in 1998 since we don't know yet what the funding will be). In other instances, I will contact Lonnie to call a team meeting when we have CDBG disaster projects ready for review.

The Oregon Economic Development Dept coordinates the effort. Together, these groups have contributed to an "Inventory of Local Infrastructure and Community Facilities Needs for Economic and Community Development in Oregon" which has just been published to determine financing needs, available revenues, and funding shortfalls in next 4-5 years.
