These meetings also include staff from the Minnesota Dept of Health and the MN Pollution Control Agency. Regulatory agency staff provide insights on the severity of problems, the intelligence (or lack thereof) of the proposed solutions, and the timing of the permit process. |

The group responds by letter to the community with comments regarding their proposed financial structure; their strategy selected to address the need (engineering design); and their proposed beneficiaries. |

The funders who attend every meeting are USDA Rural Development and the Oregon Economic Development Dept, which as the largest amount of state dollars and state administered federal dollars. However, the following organizations are represented at the table based on the type of projects on the agenda: USDA Rural Development Water and Sewer program, Economic Development Administration, USDA Forest Service, Oregon Economic Development (CDBG, Safe Drinking Water Revolving Loan Fund, Special Public Works Fund (lottery), Water/Wastewater Fund (lottery), Oregon Bond Bank (revenue bond proceeds), Old Growth Diversification Funds, Winter storm disaster funds (HUD), Oregon Ports Revolving Loan Fund), Oregon Dept of Environmental Quality-Clean Water Revolving Loan Funds, Water Resources Dept-General Obligation Bonds (not in operation at this time), Land Conservation And Development Dept, Oregon Dept of Transportation, Oregon Health Division (OEDD administers Safe Drinking Water funds via contract with Health Division which administers compliance part of Act and attends to assist with regulatory matters), Oregon Association of Water Utilities (a private organization which helps with operational matters). |
