Below you will find documents that states have developed such as Action Plan amendments, RFPs, memoranda of understanding, etc, that provide examples for states to use in developing their program. We have also included information from other websites that could be helpful and informative, although COSCDA is not formally endorsing the information. Survey

While many of you are busy working on the Neighborhood Stabilization Program (NSP), COSCDA asks that you complete this brief survey regarding your State's NSP. Please complete this online survey by COB Monday, October 27th.

COSCDA now has an NSP page on our website where we will share State's NSP documents as well as links to other websites, reports, and sources of information that may be helpful to you as you develop the design and implementation of your program and the Action Plan amendments. Please send any NSP documents that you wish to share with other states, including Action Plan amendments, RFPs, data sources, MOUs, announcements, etc. to Linda Thompson at lthompson@coscda.org.

Data Resources

Neighborhood Metrics Knowledgeplex announces Neighborhood Metrics (http://neighborhoodmetrics.com). Neighborhood Metrics simplifies the task of finding how places rank across several measures. You select up to ten indicators, and the Metrics builder will generate a ranked list of places in the U.S. based on your indicator choices. You can then view the results on maps, charts, histograms, tables, and simple ranked lists. It's easy to use, and powerful. Read More.

Policy Map: From The Reinvestment Fund

As an organization either applying to HUD for NSP grant dollars or interested in the program, you know that HUD expects grantees to consider several specific pieces of data in preparing plans and strategies for targeting funds. To make that work easier, The Reinvestment Fund has mapped all that data and made it available for you on PolicyMap, the online data and mapping tool it created to aid public and social investors in understanding places and considering investment strategies. Foreclosure Response Project:

To help states and communities make informed decisions about how to allocate and spend these funds, the Local Initiative Support Corporation (LISC) has developed a dataset with foreclosure "needs scores" for Community Development Block Grant jurisdictions within each state. These scores incorporate measures of subprime lending, foreclosures, delinquency, and vacancies to help state and local officials quickly assess the relative needs of different jurisdictions for neighborhood stabilization funding within each state and allocate funds accordingly. http://www.housingpolicy.org/foreclosure-response.html.
